Project Description

A new era for cultural promotion

In March 2025, the new Fukuoka Civic Hall celebrated its grand opening, succeeding the aging yet beloved Fukuoka Civic Center, which had served the city since 1963. Developed under a PFI-BTO (Private Finance Initiative – Build-Transfer-Operate) framework, the project was carried out by a consortium of 12 companies led by Nippon Kanzai Co., Ltd., overseeing the entire process from design and construction to ownership transfer and ongoing facility management. Seamlessly integrated with the lush greenery of adjacent Suzaki Park, the new complex has quickly established itself as Fukuoka’s flagship venue for cultural and artistic activities.
For the Main Hall—the centerpiece of the facility with a seating capacity of approximately 2,000—the city selected customized theater seating by Kotobuki Seating. The upholstery was specially designed by group company FABRIKO, inspired by the sparkling nightscape viewed from Fukuoka’s iconic Fuku-Haku Deai Bridge.

Universal design combined with a vibrant multi-tone aesthetic

The Main Hall is a highly versatile performance space designed to accommodate a wide range of events, including classical concerts, theater productions, ballet performances, and large-scale conventions. The auditorium adopts an intimate horseshoe-shaped layout across three levels, complemented by elegant balcony seating on the second and third floors.
To create a classic theater atmosphere, the seating incorporates four rich shades of red upholstery. Arranged in a carefully balanced random pattern, the colors gradually brighten toward the upper tiers, creating a refined sense of visual depth. The wooden elements—including the back panels, seat undersides, and armrests—are finished in a deep dark brown, providing a striking contrast against the hall’s light-toned Japanese timber interior. Curved forms are used throughout the design, from the ergonomically shaped 3D-curved backrests to the gently crescent-shaped aisle-end panels.
Comfort and accessibility are further enhanced through the “Spacia” design, which tapers the front edge of the seat cushion to reduce pressure behind the knees and provide additional legroom. This makes standing and sitting more natural and comfortable. Built-in serpentine springs evenly distribute body weight, helping reduce fatigue during extended performances.

Enhanced production flexibility and inclusive accessibility

Behind its unified appearance, the Main Hall incorporates a high level of functional flexibility. The front sections on both the left and right sides of the first floor feature movable seats that can be quickly removed to accommodate a traditional hanamichi runway. In addition, rows one through five can be fully retracted beneath the floor, allowing the hall to be configured for an apron stage or orchestra pit.
Toward the rear of the hall, seating with folding backrests enables smooth installation of sound and lighting control consoles. Accessibility was also a major priority in the hall’s planning. Twelve wheelchair spaces—more than typically found in conventional venues—are strategically distributed throughout the first floor, including four spaces near the cross-aisle entrances and eight spaces at the rear of the auditorium, providing multiple viewing options.
A soundproof multipurpose family room enclosed with glass walls is located at the rear of the third floor. The room features five comfortable family sofa seats in two- and three-person configurations alongside five standard theater seats, allowing parents and children to enjoy performances together in a relaxed environment. The same custom upholstery used throughout the Main Hall is applied here as well, maintaining a strong visual connection with the main audience space.

Facility overview

Fukuoka Civic Hall is designed as a landmark where culture and relaxation coexist. Its distinctive circular glass façade harmonizes with the surrounding greenery of Suzaki Park, creating an open and welcoming presence within the city. In addition to the approximately 2,000-seat Main Hall, the facility includes an 800-seat Medium Hall, a flexible 150-seat Small Hall, rehearsal and practice rooms, a children’s play area, and a nursing room. Designed to serve visitors of all generations, the complex functions as a comprehensive cultural hub for the region.
